For over half a century, the Center for Hope & Safety has been a lifeline for victims of domestic violence, sexual assault, stalking, and human trafficking in Marion and Polk counties. Under the leadership of Executive Director Jayne Downing, who has served the organization for 27 years, the center has expanded its reach and impact, most notably with the recent opening of Hope Plaza in Salem.

Hope Plaza is more than just a building; it is a symbol of renewal and a new beginning for survivors. Located on the site of the old Greyhound bus station, this $14.3 million project was born out of a deep understanding of what survivors truly need. As Downing recalls, “In our former office, I had a big door with sticky notes of what survivors needed—housing, job training, supportive services. When we had the opportunity to buy the Greyhound bus terminal, it was a dream come true.”

The plaza offers 20 fully accessible, affordable housing units specifically designed to meet the needs of survivors. Residents will pay only 30% of their income for these units, and all utilities, including broadband and laundry, are covered. “Affordable housing today is out of reach for many survivors, so we wanted to make sure this was truly low-income housing,” Downing emphasized.

Hope Plaza is a unique resource, providing not only permanent housing but also the wraparound services that are crucial for survivors to rebuild their lives. The project represents the collective efforts of various partners, including $8 million in funding from state lottery bonds and the Oregon General Fund, $2 million from federal appropriations, and significant contributions from foundations and community donations.

One notable aspect of the project is its bipartisan support, exemplified by the collaboration between individuals with different political beliefs. As one supporter noted, “This building shows what politics can achieve when we work together.”

In a time when affordable housing is increasingly scarce, Hope Plaza stands as a model of what can be accomplished when a community prioritizes the well-being of its most vulnerable members. It is a place where survivors can find not just shelter, but a foundation for a brighter future.
