Beginning January 1, 2026, garbage and recycling rates will increase for some Salem residents, but not all households will be affected.

Who is Affected?

West Salem households in the Polk County service area will see an increase in their waste management costs. Customers in the Marion County area will not see any rate increase at this time.

What Are the Increases?

The increases for Polk County customers are scheduled over two years:

  • In 2026, rates will increase between 3.7 percent and 9.1 percent depending on the type of service.
  • In 2027, rates will increase between 3.2 percent and 5.6 percent.

These adjustments were reviewed and approved by Salem City Council on November 25, 2025. The increases are driven by rising costs for labor, fuel, and medical benefits, as well as to maintain fair compensation for local haulers.

Why No Change for Marion County?

Marion County residents are shielded from the upcoming cost increases thanks to the Oregon Recycling Modernization Act (ORMA). ORMA shifts the financial responsibility for recycling from local governments and ratepayers to product manufacturers. The law has created cost savings in local waste disposal and helped offset the rising service costs in Marion County.

New Option to Save

Beginning in 2026, residential customers in both Marion and Polk counties will have access to a new 95-gallon trash cart. Those currently using two smaller carts may switch to a single large cart and potentially save around $10 per month. This option is designed to simplify waste management and encourage less waste generation.

A Reminder About Recycling

City officials emphasized the importance of reducing contamination in recycling bins. Contaminated recycling (items that are not accepted or are covered in food waste) can degrade the entire batch, which increases processing costs. Clean recycling helps control overall costs and keeps the program sustainable. Residents are encouraged to follow recycling guidelines carefully.

The rate adjustments reflect the economic realities of providing essential services, but the new cart option and the benefits of ORMA offer Salem residents tools to manage their costs and contribute to a more sustainable city.
